Onboarding is a low-cost phase paid directly by the client. The DBF Bridging Fund does not apply at Onboarding — DBF advances begin from FeasABLE onwards for eligible clients.
We check everything that matters before you spend a cent. Is the land zoned for flats? Does the municipality allow it? Do the numbers add up? We give you a clear answer — and a clear path forward.
FeasABLE confirms whether your property qualifies under the Affordable Rental Flats (ARF) provisions of the Cape Town MPBL: 8 units + main house (≤160m²) or 12 units, no main house (≤240m²) — height ≤8m, no on-site parking required. Approved ARFs benefit from a R50/unit building plan fee and Development Charge subsidies of up to 85% via the Mayor's DC Fund.
The FeasABLE Report is presented to you for review and acceptance. Gate F is both a quality checkpoint and a billing trigger — the FeasABLE license fee and professional pass-through fees are invoiced on Report acceptance. You formally authorise ViABLE before any design or detailed engineering work begins. Decision: Go / Rework / Close.
FeasABLE professional fees are paid via the client co-payment. The DBF Bridging Fund advances begin from ViABLE onwards for eligible clients (typically ~70% DBF advance, ~30% client co-pay on qualifying packaging costs).
The financial stretch — we walk it with you. Construction costs, expected rent income, cash flow — we model the full picture and show you exactly how your development will perform. If the numbers work, we show you how to fund it. If they don’t, we tell you honestly before you’ve invested more.
The Planning Review at B.2 feeds Phase 03 — ZoneABLE, where zoning and land-use rights are confirmed for every project. If your property requires rezoning, a land-use departure, or consent use, ZoneABLE prepares the application — lodged and decided in ApprovABLE–Land Use. This can add time (typically 3–12 months) and additional professional fees — flagged transparently at FeasABLE and confirmed at B.2. Properties within CCT ARF overlay areas typically do NOT require rezoning.
The ViABLE Report and design package are presented to and accepted by the client. Gate V triggers invoicing of ViABLE license and professional pass-through fees. The DBF advance (~70% of eligible costs) is authorised and paid directly to professionals. Client co-pay (~30%) is collected. ApprovABLE plan is baselined. Decision: Go / Go-with-conditions / Rework / Close.
DBF can advance the full professional team fees for the ViABLE phase, recovered at development finance drawdown.

Before any application is lodged, we confirm exactly what your land may carry — current zoning, land-use rights, title conditions and restrictions — and set the land-use strategy: build as-of-right, or prepare the departure, consent or rezoning application your project needs. Your project stands on solid legal ground before a cent is spent on approvals.
Zoning and land-use rights position confirmed and signed off. Where applications are required, packs are complete and ready for lodgement in ApprovABLE–Land Use. ZoneABLE invoice issued. Decision: Go / Go-with-conditions / Rework / Close.
DBF can advance zoning investigation and application-preparation costs during this phase.
We handle the plans and the paperwork — from town planning and building approvals to every council submission. You don’t need to know how it works. You just need to know it’s done. We track every application and manage professional team submissions through to approval. ApprovABLE runs in two sub-phases: ApprovABLE–Land Use (rezoning, departure or consent decisions prepared in ZoneABLE), then ApprovABLE–Building Plan (building plan submission through approval).
All regulatory approvals confirmed. Contractor appointed and contracted. Development finance facility in place with CPs satisfied. Client authorises commencement of construction. Building site handed over to contractor. ApprovABLE invoice triggered. DBF advances reconciled against funder packaging release (Siyakha post-CC approval). Decision: Go / Go-with-conditions / Rework / Close.
DBF can advance municipal fees, professional submission costs, and NHBRC enrolment fees during this phase.
Construction commences with an NHBRC-registered principal contractor appointed through a competitive tender process. DevelopABLE manages the full construction phase — progress monitoring, quality control, payment certification, and regulatory compliance — through to certificate of occupancy and first rental income.
Occupation Certificate issued. NHBRC warranty active. Final Account and retentions reconciled. All DBF advances recovered from construction finance drawdowns. Full project archive complete in iDevelopABLE. Units handed over to client for tenanting. Rental income commences. Close-out Report presented to client and Board.

The DevelopABLE Bridging Fund (DBF) advances professional fees (design, planning, approvals) on your behalf so you don't need to pay large upfront costs from your own pocket. The advance is secured against your property and is repaid when your construction loan is approved. Eligibility is assessed during the Onboarding phase (O.5 Financial Suitability) — it depends on your income, credit status, and property value. The DBF is administered in partnership with NOVO.
Phase 1 of DevelopABLE's operations focuses on the Cape Town metropolitan area where we have our full professional team established. We are actively expanding to Gauteng and eThekwini — if your property is in one of those metros, contact us to discuss your project. DevelopABLE specialises in Affordable Rental Flat (ARF) developments — multi-unit residential rental properties for the middle-income market (typically 4–12 units). The ideal client owns a residential stand or house in an urban or peri-urban area and wants to develop it into rental units for income or investment. We do not work on primary residential (family home) construction, commercial projects, or large-scale institutional housing.
The total timeline from Onboarding to Occupation Certificate is typically 12–24 months for standard ARF projects (8–12 units), and 24–36 months for larger or more complex developments (30 units+), depending on the project and municipal approval timelines. Phase 1 (FeasABLE) takes 4–6 weeks. Phase 2 (ViABLE) takes 8–12 weeks. Phase 3 (ApprovABLE) is the most variable — typically 12–24 weeks — driven by municipal processing times. Phase 4 (BuildABLE) construction takes 12–18 months depending on project scale.
Yes — please still get in touch. Active debt review or significant municipal arrears are genuine barriers to development finance, but they are not always permanent. Our team can advise on realistic timelines and steps to resolve these issues so that you can qualify in future. We would rather give you an honest picture now than have you spend time on a project that won't get funded. Every situation is different and worth a conversation.
Yes. Properties held in family trusts, close corporations, or companies can proceed through the DevelopABLE programme. There are additional legal and governance requirements, but these are manageable. The Town Planner and your conveyancer will need to be involved in the early stages to ensure the development entity is correctly structured. Mention this when you contact us so we can assign the right team member.
No. DevelopABLE is a development facilitator and project manager — not a contractor. We appoint and manage a team of qualified built-environment professionals (architect, town planner, quantity surveyor, engineers) on your behalf, and we manage the development process from first idea to keys in hand. Construction itself is carried out by an independently appointed, competitively tendered contractor. DevelopABLE acts as Principal Agent during construction to protect your interests.
